il< River Landfill - supplemental phase xxx Hydrogeologic Evaluation work Plan Msw Expansion Area.t~
From: Matthew Ledvina [mlledvina@nrginc.com7
sent: Thursday, August 19, 2004 3:31 pM
To: 7ohnson, Terry; srohlf@ci.elk-river.mn.us
Cc: dave.lucas@co.sherburne.mn.us; jeidem@geomatrix.com; john.elks@pca.state.mn.us
Subject: Elk River Landfill - supplemental Phase xxx Hydrogeologic Evaluation worst
Plan, MSW Expansion Area
Hi Terry and Steve:
As requested, x have completed a review of the Elk River Landfill - supplemental
Phase xxx Hydrogeologic Evaluation work Plan, Msw Expansion Area. This work plan
was developed in response to MPCA and City of Elk River comments concerning the
March 2004 Hydrogeologic Evaluation Report.
xn general, the work plan will provide important supplemental information for the
need to develop a component of the monitoring system targeting the lower outwash
deposit. Figure 2 presents the proposed locations for deep soil boring and
piezometer construction. To provide complete areal coverage of the expansion area,
it is suggested that an additional nested piezometer be constructed at the location
of-316 owA. Thzs will provide better elevation control on the piezometric surface
and enable a more comprehensive flow interpretation for the lower outwash.
With the additional geologic information collected at the 316 OwA location will also
provide information on the thickness of the till layer, the soil boring at the s6S1
location would not be required (in my opinion). Adjacent borings (s65 and s66) have
tagged the top of ti 11 in this area and the only additional information for the 6651
location would be the till thickness.
I want to state that discussions relating to the spacing of groundwater monitoring
wells along the compliance boundary and the need for additional wells along an
interim development boundary have not been completed. These discussions are
deferred at this time and additional wells may need to be constructed in the future
for the implementation of a complete and acceptable groundwater monitoring system
for the Msw expansion area.
x have contacted john Elks at the MPCA to discuss my review of the work Plan. john
indicated that he will-forward comments next week. x am open to discussion on the
details concerning the scope of the work Plan. please give a call with questions.
Regards, Matt.
Matt Ledvina
mlledvina@nrginc.com
612.339.2316 Direct
612.325.8589 Cell
612.347.6780 Fax
Page 1
