FW Elk .River Landfill - Review of Phase IIZ Report for MSW.Expansion:txt <br />The expected life of the facility is more than 19 years. The total remain7ng life <br />of the existing permitted landfill area and the expansion area is more than 28 <br />years. The ex7sting and proposed monitoring wells are located at the distance <br />roughly 200,feet from the ultimate fill boundaries. The functionality of an early <br />warning monitoring system during the operational life of the site with wells located <br />in the proposed positions is questionable. The overall schedule for the placement <br />of monitoring wells in relation to the site development needs to be further <br />evaluated. <br />A sequenced approach to monitoring system development is necessary when landfill <br />development progresses in a downgradient fashion and the projected life/capacity of <br />the proposed development is extended. It is suggested that the wells proposed far <br />the southern property boundary be moved northward to a position which coincides with <br />the ten-year waste fill limit. These wells would subsequently be replaced with <br />wells located at the south property boundary.when the fill progresses to this point. <br />It should be noted that if the waste receiving rates decrease, the wells would be <br />in position to monitor the facility on an expanded time frame. <br />conclusion: overall, the report does a very good job of characterizing the. complex <br />geology of the expansion site, z think one of the next steps will be to sit down <br />with WMI to discuss the approach to the monitoring network. wMZ is proposing well <br />installation this summer, so this should happen soon. <br />For wMI's benefit, it would be appropriate for the city, county and the MPCA to be <br />on the same proverbial page. het me know what you think of these comments. <br />Thanks, Matt. <br />Matthew ~edvina, PE <br />mlledvina~ergltd.com <br />612.339.2316 Direct <br />612.325.8589 Cell <br />612.339.4990 Fax <br />Page 3 <br />
