ARTICLE III, SOLID WASTE FACILITIES* I'a~e 22 of 23 <br />unloading and processing areas. <br />(8) Weighing facilities; records. Solid waste processing facilities shall have weighing facilities <br />available. Permanent records shall be maintained indicating the total weight of material processed, the <br />total quantity of resulting processed waste, and total hours of plant operations. These records shat( be <br />available for inspection upon request by the city. <br />(9) Fire equipment. Firefighting equipment meeting the standards of Underwriters' Laboratories, lnc., <br />or other approved nationally recognized safety standards, shall be available in the unloading and <br />storage areas and elsewhere as needed. <br />(10} Fire protection. Arrangements shall be made with the local fire protection agency to provide <br />firefighting forces in an emergency. <br />(11) Emergency communication facilities. Adequate communication facilities shall be provided for <br />emergency purposes. <br />(12) Cleaning equipment. Equipment shall be provided in the unloading and storage areas and <br />elsewhere as needed to allow cleaning after each day of operation or as may be required in order to <br />maintain the facility in a sanitary condition. <br />(13) Safety equipment. The solid waste processing facility shall be provided with safety equipment as <br />necessary and required by the city council. <br />(14) Vehicle stacking facilities. Adequate facilities must be provided to ensure that no vehicle desiring <br />entry into the solid waste processing facility during permitted receiving hours will have to wait outside <br />the pe~rimefer of the processing facility site. <br />(15) Security. The site shall be fenced and a gate shall be provided at the entrance to the site and <br />kept locked when an attendant is not on duty. <br />(16) Landscaping. The solid waste processing facility premises shall be landscaped in such a manner <br />as to be compatible with adjacent uses and aesthetically pleasing in appearance. <br />(b) The city council may, in its discretion, specify additional minimum requirements and conditions for the <br />operation of solid waste processing facilities which shall be complied with as a condition for the issuance and <br />renewal of a license. <br />(Cade 1982, § 604.30(3)) <br />Sec. 58-214. Performance standards. <br />(a) A person who has been granted a license by the city council to operate a solid waste processing facility <br />shall comply with the following performance standards: <br />(1) Hazardous waste prohibited. No hazardous waste shall be processed at any solid waste <br />processing fiacility within the ci#y. Hazardous wastes deposited at a solid waste processing facility shall <br />be segregated by the operator of the facility and disposed of as provided by state law. <br />(2) Dangerous wastes. No dangerous wastes shall be processed in any solid waste processing facility <br />within the city. Dangerous waste deposited at a solid waste processing facility shall be disposed of by <br />the operator of the facility as required by state law. <br />(3) Compliance wifh zoning performance standards. The operation of all solid waste processing <br />facilities within the city shall fully comply with performance standards and other requirements of chapter <br />30, article Vl, including specifically division 5, subdivision V, relating to performance standards for <br />industrial uses. <br />(4) Hours of operation.
