ARTICLE III. SOLID WASTE FACILITIES* <br />Page 21 of 23 <br />a. All steps which will be taken to ensure that any solid waste brought to the solid waste <br />processing facility is entirely contained in the facility and that operation of the facility will not <br />result in any land pollution. <br />b. A11 safety measures and precautions which will be taken with respect to the processing <br />facility. <br />c. A plan for dust, litter, and noise control. <br />(10) Plans for the transportation of solid waste to and from the facility, including specific public and <br />private roadways to be utilized for these purposes and the volume of truck traffic which the solid waste <br />processing facility will generate on these roadways. <br />(11) Specific plans for the disposal of solid waste and hazardous or dangerous waste received, <br />generated, or processed at the facility, and for the emergency disposal of solid waste not processed <br />due to facility breakdowns, including the identification of any sanitary landfill located wi#hin the city <br />proposed to be used for disposal of solid waste processed at the facility or for the emergency disposal <br />of solid waste brought to the facility and not processed. <br />(12) Such additional information and data as may be required by the city building and zoning <br />administrator, the planning commission, or the city council. <br />(Code 1982, § 604.30(2)) <br />Sec. 58-213. IViinimum requirements. <br />(a) The following minimum requirements shall be established, constructed, provided, and maintained for a <br />solid waste processing facility: <br />(1) Protection of public health, safety and welfare. The solid waste processing facility shall be so <br />situated, equipped, operated, and maintained as to minimize, to the maximum extent possible, using <br />the best available technology, any potential adverse impact on the public health, safety, and general <br />welfare. <br />(2) Interference w{th ofher uses. The solid waste processing facility shall be so situated, equipped, <br />operated, and maintained as to minimize impacts on and interference with ofher land uses and <br />activities in the area. <br />(3) Pollution control equipment. The solid waste processing facility shall be equipped with the best <br />available technology for controlling washwater, leachate, and other potential pollutants. The city council <br />may require that specific pollution and control equipment be provided if, in its sofa discretion, such <br />equipment is necessary to protect the health, safety, and general welfare of the community. <br />(4) Employee shelter and sanitary facilities. Shelter and sanitary facilities shall be available for plant <br />personnel. <br />(5) Display of information; hours open to public. Subject to approval by the city council, the licensee <br />shall erect and maintain at each entrance to the facility a permanent sign stating the name of the facility <br />and the state pollution control agency permit number of the facility and indicating the hours and days <br />the plant is open for public use. Access to the plant shall be limited to those times when authorized <br />personnel are on duty. <br />(6) Unloading. All incoming solid waste to be processed at the facility shall be confined to the <br />unloading area. Adequate capacity shall be provided. No processed or unprocessed solid waste shall <br />be stored except in fully enclosed areas, except that recovered metals may be stored in open top <br />trailers. Litter control devices, as necessary, shall be provided in unloading areas and other areas of the <br />facility. <br />(7) Dust and odor control.
