4. Will be served adequately by and will not adversely affect essential public.facilities <br />and services including streets, police and fire protection, drai~Zage, refuse disposal, <br />water and sewer systefns, parks and schools; and will not, in particular, create <br />traffic congestion or inter ference with traffic on adjacent and neighboring public <br />thoroughfares. <br />Public Facilities and Services. The proposed expansion will be adequately served by <br />existing public facilities and services. <br />Streets and Traffic. Construction of the proposed expansion is not expected to increase <br />traffic or hauling, thus there would be no adverse impacts to city streets, congestion, or <br />interference with traffic. Adequate vehicle stacking facilities are provided to ensure that <br />no vehicle desiring entry into the landfill site has to wait outside the perimeter of the <br />Property. An all-weather haul road will be provided to the unloading area of the proposed <br />expansion and watered on a regular basis. <br />Police and Fire. The proposed expansion would not require additional police and fire <br />protection, or increased use of other emergency services. <br />Parks and Schools. As an industrial use, the landfill does not generate park or school <br />needs. <br />Sewer and Water. The site is adequately served by on-site sanitary sewer and potable <br />water. The ERL has its own well that supplies a potable water supply for site personnel. <br />Adequate sanitary facilities and shelter will continue to be provided for site personnel. <br />Stormwater Mana eig Went. A stormwater management plan has been developed for the <br />existing site that meets the requirements of the National Pollutant Discharge Elimination <br />System (NPDES) Permit requirements for erosion control and temporary and permanent <br />stormwater management. The ERL will include the proposed expansion in their coverage <br />of the Minnesota General Permit for Authorization to Discharge Stormwater Association <br />T:\0742\14U(\CilyAppPeb\FEB Repoli linal (2).doc ~} - 1 ? <br />
