development by highway business uses. The plan notes that this area is not currently <br />served by municipal utilities, and the plan guides. development Iirst to vacant land ah•eady <br />served by utilities before opening up new areas for growth. <br />The 2004 Comprehensive Plan guides the area to the south of the proposed expansion <br />area as "Mining". It is currently being used for that purpose. Appendix C contains a <br />narrative and cross-sections that describes the development of the landfill following <br />mining activities that will take place with the proposed expansion. The proposed <br />expansion is not expected to increase traffic on 2215` Street or Highway 169, and thus <br />would not impede the existing mining use or any potential future expansion of that <br />mining use. <br />The area to the west and southwest recently transitioned from "Agricultural <br />Conservation" zoning to "Rural Residential." Allowed land uses in Rural Residential <br />areas are single family residential on medium lots (2.5+ acres) or clustered development. <br />Rural Residential uses are not served by municipal sewer and water. <br />The proposed expansion will be screened from view from developable property to the <br />west, and it will not impede the transition in land use from Agriculture to Rural <br />Residential. The proposed expansion is not expected to generate additional traffic, noise, <br />fumes, odor, or impacts that may be unsightly, unattractive, or unappealing to developers <br />or future property owners. This point is illustrated by Tiller's grant of a property interest <br />to the ERL for the 200-fot buffer area on its property. <br />While the presence of a landfill in the vicinity of the developable property may have <br />negative connotations to some potential developers or buyers, that condition ah•eady <br />exists with the existing ERL.
