modified as warranted by newly discovered or additional data acquired in the continued <br />hydrogeologic investigation. <br />Gas Collection S stem <br />The ERL shall conduct active landfill gas collection in accordance with approved plans <br />and shall construct additional phases of the control system at the time of final cover <br />construction. The effectiveness of active landfill gas control operations based on the <br />results of groundwater and landfill gas monitoring will be assessed annually and <br />incorporated in the MPCA Annual Report. <br />Surface Water Quality <br />The ERL will have surface water sampling conducted as may be required by the MPCA <br />General Stormwater Permit for Industrial Activities, MPCA Stormwater Permit for <br />Construction Activities, or the MPCA permit. <br />Construction QualitYAssurance Reports <br />A Construction Quality Assurance (CQA) Report will be submitted to the City prior to <br />the placement of waste on newly constructed lined areas. A CQA Report shall also be <br />submitted for landfill areas which receive final cover. <br />Aesthetics <br />Visual impacts will continue to be minimized through buffers, berms, and vegetation. <br />Litter Control <br />As is the current practice; the ERL will engage in a regular and routine litter maintenance <br />and removal program. <br />Odor <br />Odors will be controlled by minimizing the size of the active disposal area, properly <br />covering the waste daily, and by incorporation of the gas collection system (gas <br />extraction/ power generation system).
