The 1999/2001 permit application included detailed plans on the construction of <br />cell 17, as well as copies of the specifications and construction quality assurance plan. <br />In 2005, the Landfill submitted plans and specifications for the construction of the base <br />portion of Cell 17, which were approved, and thus Cell 17 was constructed during the <br />summer of 2005.
