5/11/10 <br />Traffic and Accident Data <br />193' Avenue Traffic count Data <br />Traffic counts were collected the week of April 12a` near the intersection of Tyler and 193`a <br />and the week of April 19a' near the intersection of Xavier and 193`a. Counters were placed on <br />all 4 approaches to the intersections and counts for the full three following days (Tuesday, <br />Wednesday, and Thursday) were recorded. Traffic Data are presented in Appendix A. Data <br />on vehicular accidents was collected from the Elk River Police Department and is presented in <br />Appendix A. <br />Speed Limit Determination <br />As is customary with new roadways that do not fall into the statutory speed limit of 30 MPH <br />MnDOT conducts a speed study to determine speeds at which motorist travel and what is a <br />reasonable and enforceable speed limit to post on the roadway. <br />The portion of 193`a Avenue between Xavier and TH 169 falls into the statutory speed of 30 <br />MPH based on the spacing of the houses along this segment. The Elk River Police <br />Department has been monitoring speeds and actively enforcing the posted limit. The most <br />recent speed data collected in April of 2010 with their speed trailer shows an 85`" percentile <br />speed of 33 MPH. The segment between Xavier and Twin Lakes Road does not qualify for <br />the statutory speed limit and so MnDOT conducted a speed study in February of 2010 which <br />concluded that the currently posted speed limit of 30 MPH is appropriate. <br />The petition submitted in July of 2009 requested the City Council take action to identify a <br />speed limit of 30 MPH on the segment of 193`a Avenue from Xavier to Twin Lakes Road. <br />The MnDOT Study provides the basis for establishing a 30 MPH Speed Limit on 193`a from <br />TH 169 to Twin Lakes Road. <br />Analysis of Warrants <br />Based upon the an analysis of traffic volumes and accident data collected at the 2 intersections <br />traffic warrants fora 4 way stop at these intersections is summarized as follows: <br />Stop Warrant Summary <br />Multi Way stop condition <br />Justification 193rd Ave and 193rd Ave and <br /> Xavier Street T ler Street <br />No. Warrant Meets Warrant Meets Warrant <br />B Crash problem 5 or more in 12 No No <br /> month eriod <br />C.1 Total approach major street volume No No <br /> avers a 300 VPH for an 8 hours <br />
