5/11/10 Tyler Street 193'" Avenue Traffic count Data The Intersection of Tyler Street and 193`a Avenue did not exist prior to the recent construction. The intersection is laid out with left turn lanes on both the west bound and east bound lanes of 193`d Avenue. Tyler Street is signed with stop conditions on the north bound and south bound legs. A retaining wall is constructed at the southwest quadrant of the intersection along the southerly side of 193`d Avenue to enhance a sight line to the west. The stop sign and stop bar on north bound Tyler Street is set at the south end of the intersection radius. The placement of the stop bar and sign has been discussed with the City Council. The City Council has authorized relocating the stop sign and stop bar closer to the intersection to provide better sight lines for vehicles stopped on north bound Tyler Street. Comments have been received from the public suggesting that the traffic control at this intersection be evaluated to determine if the stop condition is appropriate to be placed on Tyler Street or if the stop condition should be placed on 193`d Avenue. A petition requesting a multi way stop at Xavier Street establishing a 30 MPH speed limit on the extension of 193`d Avenue was submitted by neighboring property owners in July of 2009. A report was provided by the Public Works Director to the City Council in a memo dated July 20, 2009 stated that the speed limit would need to be established based on a MnDOT speed study conducted after construction was completed. The memo summarized the guidance provided by the Minnesota Manual on Uniform Traffic Control Devices for multi way stop applications and the need for data supporting a warrant to establish 4 way stop signs. This report updates traffic counts at these intersections and considers the basis for stop signs at these intersections. The following figures show the layout of the existing intersection of 193`d Avenue with Tyler Street and Xavier Street.
