Memorandum <br />Date: 5/11/10 <br />To: Lori Johnson <br />Cc: John Stewart <br />From: John Anderson <br />RE: 193rd Avenue Traffic Counts <br />BDM <br />GONSULT]NG ENGU~'EERS AND SURVEYORS, PLC <br />60 Plato Boulevard East; Suite 140 <br />St. Paul, MN 55107 <br />763-786-4570, Fax 763-786-4574 <br />As requested BDM Consulting Engineers collected traffic count data along 193rd Avenue and <br />at its intersections with Xavier Street and Tyler Street, to determine whether intersections are <br />candidates for traffic control signage. <br />SUMMARY FINDINGS <br />We note that the traffic counts that were collected do not provide warrants as per the <br />Minnesota Manual on Uniform Traffic Control Devices, but the geometric layout of the <br />intersection and volume of pedestrian foot traffic does allow the City Council flexibility in <br />deciding whether or not to install additional pedestrian crossing signage at these locations. <br />BACKGROUND <br />Xavier Street <br />The original layout of the intersection of Xavier Street and 193rd Avenue consisted of a two <br />legged intersection with the future extension to the east and north planned. The streets were <br />developed along with the platting of the The Woods at Hillside Third Addition. <br />Subsequently the plat of The Woods at Hillside Fourth Addition extended the northerly leg of <br />the intersection. The fmal design of 193rd Avenue required both vertical and horizontal <br />alignment changes to 193rd Avenue. The intersection was reco~gured the existing curb and <br />pavement were removed and placed to match the new alignment. The center of the <br />intersection moved slightly to the north. Traffic control prior to the extension of 193rd Avenue <br />consisted of stop signs on Xavier Street both north and south of 193`d Avenue. <br />We note that the crest of the hill to the west and horizontal reverse curve are limiting factors <br />on sight distance for a north bound vehicle on Xavier. <br />After the bulk of the construction was complete a large electric box placed by Elk River <br />Municipal Utilities blocked the view to the west. Elk River Municipal Utilities has since <br />relocated this box. <br />A petition was submitted by neighboring property owners requesting that the intersection of <br />193rd Avenue and Xavier Street be controlled by a multi way (4 -way) stop to provide a safer <br />intersection. The petition also requested that the City Council act to set the speed limit at 30 <br />MPH along the newly constructed segment of 193rd Avenue. <br />BDM Project # 226069 <br />
