houses a community education room and the generators for the gas to energy <br />facility. <br />a Recycling Building: Metal sided building that serves as storage for recyclables <br />and as part of the citizen drop-off and convenience center service to the public. <br />This building is located to the south of the office building. <br />2.3 NEED FOR EXPANSION <br />The existing MSW landfill will reach its currently permitted capacity in approximately <br />three years. The ERL has available land to the south of the existing landfill footprint <br />within the solid waste overlay district that can be used for the proposed expansion of the <br />MSW landfill. By increasing the footprint of the landfill, the ERL is able to efficiently <br />increase its capacity and extend its life. Since t11e existing landfill already has the <br />infrastructure, environmental monitoring systems, and operations in-place, it provides an <br />environmentally safe area for the proposed expansion of a needed facility while <br />providing a benefit to the community that extends beyond waste disposal needs. <br />The need for additional landfill space for the expanding greater metropolitan area has <br />been documented by a division of the MPCA (formerly Office of Environmental <br />Assistance), whose purpose is to identify waste management practices and places <br />importance on waste reduction, reuse and recycling. Despite the successes in Minnesota <br />at reduction, reuse and recycling, the quantity of waste generated has substantially <br />increased over the past decade and with it, a corresponding need for additional MSW <br />landfill space. <br />T:\0742\I40C\Ciq~AppFeb\FEB Report_final (2). doc ~-~ <br />
