2.4 PROPOSED FACILITIES AND OPERATIONS <br />2.4.1 Infrastructure <br />Expansion of the following existing infrastructure systems will be required as part of the <br />proposed project: <br />• Gas extraction wells, piping, and monitoring probes installed in accordance with <br />the New Source Performance Standards (NSPS) and Title V air permit. <br />• Gas to energy plant and. back-up flare in accordance with the Title V air permit <br />and NSPS regulation <br />• Leachate collection and management as approved by the MPCA <br />• Groundwater monitoring wells as approved. by the MPCA. <br />2.4.2 OperationalImpacts <br />2.4.2.1 Hours of Operation <br />The ERL will continue to limit its operations to the hours of 6:00 am to 7:00 pm, Monday <br />through Satut•day, excluding holidays. Dw•ing that time, the landfill will be operated in <br />accordance with the operational requirements enforced by the MPCA, Sherburne County <br />and the City. The landf 11 may accept waste during the of[' hours only under certain <br />circumstances. <br />2.4.2.2 Traffic, Parking, and Signage <br />The EIZL employs approximately 14 people at the current landfill site. There are 20 <br />parking stalls located at the office building site as well as ample room for parking in the <br />yard area to the north of the building. The landfill employee numbers are not expected to <br />increase with the proposed expansion.
