proposed as a three-quarter access with a right-in/right-out and left turn-in movements <br />be initially constructed as only a right-in/right-out. We do not feel that the left turn-in will <br />add significantly to the traffic movements in this development and will require substantial <br />modification to the median and irrigation system in Tyler Street. <br /> <br />2. The access onto Tyler Street from the west side of the development (Outlot C) has been <br /> removed. <br /> <br />3. A left turn lane is shown as being developed for southbound Tyler Street at the southerly <br /> full access of Elk River Station. <br /> <br />No additional traffic information as it pertains to the proposed round-about internal to Elk <br />River Station has been submitted. As we indicated at the Planning Commission, our <br />major concern is that if traffic backs up from Tyler Street through the round-about, the <br />efficient operation of the round-about will be compromised. We question whether or not, <br />with the number of trains passing through Elk River, traffic on Tyler Street may queue up <br />as a train crosses Tyler Street, precluding left tums out of Elk River Station. At the same <br />time, when the train has passed Tyler Street, the queue of traffic heading north on Tyler <br />Street may continue to preclude left tums out of Elk River Station. This may cause <br />isolated times when the left turn movements waiting to enter onto Tyler Street may back <br />up through the round-about. <br /> <br />B. DRAINAGE ISSUES <br /> <br />Revised drainage calculations for the internal storm sewer system have not been <br />resubmitted. However, we have met with the Developer's engineer and additional catch <br />basins have been shown on the Grading Plan where appropriate. The Developer's <br />engineer has assured us that the revised storm drainage calculations will take into <br />consideration our eadier comments. <br /> <br />The eastedy ponding system has been revised so that the retaining wall is only on three <br />sides of the southerly smaller pond. Therefore, a means to egress the pond area is <br />provided on the southerly side of the pond. <br /> <br />The Barrett property has been removed from the Site Plan for Outlot C (west side of <br />Tyler Street) because the Developer has not acquired this property as yet. A small area <br />has been designated as a possible ponding area. In reality, if this area develops without <br />the Barrett property, more detail will need to be provided especially relative to the <br />drainage system. Hopefully, the Developer will be able to acquire the Barrett property <br />and provide an overall Drainage and Development Plan that is consistent with MnDOT's <br />plans for the North Star Corridor parking area. <br /> <br />The Developer's engineer has revised the emergency overflow elevations throughout the <br />development after meeting with us to discuss our issue relative to the road flooding.
