Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: ELK RIVER STATION ADDITION <br /> <br />Dear Mr. Harlicker: <br /> <br />· We have received a revised Grading Plan from Passe Engineering dated August 20, 2001. We <br /> have also received revised storm drainage calculations for the Eastern Pond in the Elk River <br /> Station development. Finally, we have received a letter dated August 16, 2001, from Elk River <br /> Station LLP signed by Len Pratt and John Peterson regarding their proposal for phasing as it <br /> pertains to traffic considerations. Based upon our review of this revised information, this <br /> correspondence will attempt to address the issues that have changed since ourAugust 9, 2001, <br /> letter. The changes are as follows: <br /> <br />A. TRAFFIC/TRANSPORTATION <br /> <br />The changing of the development as proposed in the August 16, 2001, letter would <br />construct all four apartment buildings (208 units) and all 191 townhomes on the east side <br />of Tyler Street, and all of the commercial/office buildings on the west side of Tyler Street. <br />Based on their traffic engineer's projections of trip generations, this would generate <br />approximately 2,000 tdps on the east side of Tyler Street and just under 1,400 trips on <br />the west side of Tyler Street. The letter goes on to propose that a traffic study be <br />undertaken after these units are substantially complete and occupied. If by "generally <br />accepted traffic engineering standards" a second full access is needed on the east side <br />of Tyler Street to complete the development, the Developers, Elk River Station LLP, <br />indicate that they will commit to removing the northerly partial access and replace it with <br />a service road which will run parallel to Tyler Street up to 173rd Avenue where a full <br />access can be accomplished in conjunction with the northerly access point of the North <br />Star Corridor parking lot. The final point in their letter says that they will be obligated to <br />provide a letter of credit to guarantee payment of costs associated with the possible <br />future extension of the service road. <br /> <br />We find this proposal to be acceptable with the phasing plan that we have been <br />proposing. We would suggest that the Final Plat for Phase 1 only include the apartment <br />units, townhomes, and commercial/office space as proposed .in the letter. All other <br />portions of the proposed development should be required to be shown as outlots on the <br />First Addition Final Plat.
