This section is effective the da followin final enactment. <br />2.5 Sec. 2. Minnesota Statutes 2008, section 144.1222, is amended by adding a subdivision <br />2.6 to read: <br />2.7 Subd. 3b. Indoor ice arenas' o erator trainin and certificate. (al After March <br />2,8 1 201 l exce t as rovided in ara a h d no indoor ice arena ma o erate without a <br />2•g trained indoor ice arena o erator desi Hated b the owner or o erator of the indoor ice <br />2.1o arena who holds a valid indoor ice arena certificate issued b the commissioner of health. <br />2.1 i A trained indoor ice arena o erator is res onsible for the direct o eration of the indoor ice <br />2.tz arena whenever it is o en for use for com liance with subdivision 3c and for meetin <br />2,13 and maintaining indoor air quality standards. <br />2 t4 b The commissioner of health shall issue an indoor ice arena o erator certificate <br />2.15 to a erson who has com leted a course of trainin a roved b the commissioner that <br />2.16 includes instruction on the following topics: <br />217 1 ro er maintenance of ice resurfacin and ice ed in a ui ment to minimize <br />2.t8 otential emissions of carbon monoxide and nitro en dioxide' <br />2 19 2 ro er maintenance and o eration of ventilation a ui ment to com l with state <br />2.20 limits on levels of carbon monoxide and nitro en dioxide in indoor ice arenas' <br />2.21 3 ro er calibration accurac testin maintenance and o eration of a ui ment to <br />212 measure the levels of carbon monoxide and nitro en dioxide in indoor ice arenas' <br />213 4 Minnesota Rules ertainin to air uali in indoor ice arenas' and <br />214 5 reco ition of the si s of acute and chronic ex osure to elevated levels of <br />21s carbon monoxide and nitrogen dioxide. <br />2 26 The commissioner of health shall consult with the Minnesota Ice Arena Mana ers' <br />z.z~ Association the Lea a of Minnesota Cities and school districts to continual) revise and <br />218 update the content of ice arena operator training. <br />219 c To maintain the validi of an ice arena o erator certificate an ice arena o erator <br />z3o must attend a course of trainin a roved b the commissioner eve three ears. <br />2 3t d This subdivision does not a 1 to an indoor ice arena that uses ice resurfacin <br />2,32 and ice edging eauinment that is exclusively powered by electricity. <br />2.33 EFFECTIVE DATE.
