effectively screens both the existing facility and the proposed expansion from the <br />corridor trail. <br />Mining activities to the south of the proposed expansion will be ongoing during the life <br />of the project. In addition to the existing screening along 221St Avenue for mining <br />operations, the ERL will establish screening vegetation on the southern berm that will <br />effectively screen the proposed expansion. <br />2.5.2.2 Land Use Compatibility <br />The proposed expansion is located within the existing property, which is within the Solid <br />Waste Facility overlay zoning district, and guided "Landfill" in the City's 2004 <br />Comprehensive Plan. The City's 2004 Comprehensive Plan also states that the "Landfill <br />use is consistent with the current land use plan". <br />The proposed expansion is also consistent with the Sherburne County Solid Waste <br />Management Plan. <br />The proposed expansion is also consistent with the existing Hwy 169 and the future Hwy <br />169 corridor plans, and will not affect any future interchange designs at the intersection <br />of Highway 169 and 221st Avenue. <br />2.5.2.3 Economic and Social Impacts <br />The economic and social impacts of the proposed expansion are similar to those of the <br />existing ERL facility. Revenues currently collected by the City, Sherburne County, and <br />the State of Minnesota from tipping taxes and fees would be sustained for the additional <br />volume associated with the proposed expansion over the additional life of the landfill <br />(1.67 million cubic yards over 4 to 7 years).
