with local businesses, donations, employment, etc. would be sustained for an additional 4
to 7 years.
2.6 SITE SCREENING
The region surrounding the proposed expansion consists of rolling terrain, heavily
wooded areas, existing berms, and on-going mining operations that effectively screen it
from view without additional screening features.
Along the east side of the proposed expansion, existing trees and an existing earthen
berm that has been planted. with trees, will provide year round screening along I-lwy 169.
Mining activities to the south of the proposed expansion will be on-going during the life
of the proposed expansion. In addition to the on-going mining on the property to the
south of the proposed expansion and existing screening along 221St Avenue for the
mining operations, the ERL will establish screening vegetation on the south perimeter
berm that will effectively screen the proposed expansion from 221St Avenue. Along the
west side ofthe proposed expansion between the property line and the corridor trail there
will be a 200-foot buffer. This setback allows for the preservation of the existing trees in
the area. The dense vegetation along the bike trail corridor effectively screens the
proposed expansion from view of the trail users. This vegetation will remain with the
expansion since it is within the proposed 200-foot setback.
2.7 PROPOSED LANDFILL DESIGN
The ERL is designed to dispose ofnon-hazardous solid wastes. The design as well as the
construction and operation of the landfill are governed by the MPCA who has performed
a detailed review ofthe design of the existing facility, and will perform a detailed review
of the design of the proposed expansion upon submittal of the necessary MPCA permit
application.
T:10742\I40(1CiryAppFeb\FEB Repon_final (2).doc 2--7
