The hydrogeologic conditions within the additional footprint area are suitable for the <br />proposed expansion. The monitoring program which is currently part of the ERL <br />operations includes testing to provide early warning of a release, should one occur. "1'he <br />groundwater monitoring well network includes numerous downgradient wells that are <br />properly positioned to observe existing and future groundwater conditions at the site. <br />The groundwater monitoring network along the southern boundary will be modified in <br />accordance with any recommendations from the MPCA during the application submittal <br />and approval process. <br />2.5.1.2 Surface Water <br />The ERL is currently operating under a Stormwater Pollution Prevention Program <br />(SWPPP) that exceeds MPCA requirements. The existing SWPPP will be amended to <br />cover the additional footprint should it be approved. <br />2.5.1.3 Air Quality <br />Methane gas generated from the waste disposed of within the proposed expansion will be <br />used to generate electricity at the existing gas to energy plant. As does the existing <br />landfill, the proposed expansion has the potential to generate odors. Emissions are <br />monitored on site and odor complaints are investigated and causes mitigated promptly. <br />2.5.2 Community Impacts <br />2.x.2.1 Visual Impacts <br />The proposed expansion will be effectively screened from Highway 169 along the eastern <br />side by existing berms and trees. Similar to the 200-foot buffer between the trail and the <br />existing facility, there will be a 200-foot buffer from the property line to the cell <br />boundary along the western side of the facility that consists of an existing densely <br />wooded area between the proposed landfill and trail corridor.
