The ERL will maintain existing signs at each entrance to the site which describes the <br />wastes which may be disposed at the ERL and those wastes which will not be accepted. <br />In addition to waste acceptance information, the site signage also indicates the schedule <br />of days and hours the facility is open to the public, prices for waste disposal at the site, <br />the MPCA permit number, contact person for landfill issues, and the penalty for <br />nonconforming dumping. No new signs are proposed for the proposed expansion. <br />2.4.2.3 Equipment Storage <br />Adequate on-site enclosed storage is available for the maintenance and storage of the <br />landfill equipment that is currently needed to operate the landfill. It is not anticipated <br />that additional equipment and/or equipment storage facilities will be required with the <br />proposed expansion. <br />2.5 ENVIRONMENTAL AND COMMUNITY IMPACTS AND MITIGATION <br />The proposed expansion does not require an Environmental Impact Statement (EIS) <br />under the requirements of Minn. 8.4410.4400, subp. 13(E) since the increase in volume <br />is less than 25 percent of a previous capacity of a MSW disposal facility for 100,000 <br />cubic yards or more of waste fill per year. Moreover, the MPCA did conduct an EIS for <br />a much larger proposed expansion of the landfill, which included the proposed expansion <br />The following discussion provides a summary of the expected impacts associated with <br />the proposed expansion.
