Draft Status Report on the Northstar Commuter Rail Project. June 7, 2001 <br /> <br />electrical, and equipment drawings. <br /> <br />VOLUME III SYSTEM WIDE COMPONENTS <br /> <br />Provides a summary of six system wide elements <br />including: <br /> <br />A. Initial Operations Plan Describes train operating <br />assumptions; service schedule; equipment utilization and <br />the initial staffing plan. <br /> <br />B. Fleet Procurement and Cost Estimate: Describes the <br />equipment concept and fleet size: 5 locomotive, 12 <br />trailer coaches, and 6 cab cars. Includes a detailed <br />procurement schedule commencing in October, 2001 <br />and culminating with system startup in December, 2004. <br /> <br />C. Fare Collection Plan: Provides general design <br />criteria for fare collection media and equipment; <br />procurement strategies and a cost estimate. The general <br />concept is that equipment be compatible with Metro <br />Transit and Hiawatha LRT to capitalize on economies of <br />scale in equipment procurement and maintenance as <br />well as provide familiar equipment and seamless service <br />to patrons. <br /> <br />D. Operations Center and Communications: Describe <br />the communication requirements, functions and design. <br />Includes communication with BNSF dispatchers, train <br />crews, passenger information, Mn/DOT, and emergency <br />services. <br /> <br />E. Preliminary System Startup: Defines system start up <br />needs and cost estimate. <br /> <br />F. Procurement Plan: Defines and evaluates various <br />procurement strategies and makes recommendations for <br />procurement of the various elements of the Northstar <br />Project. <br /> <br />VOLUME IV PROJECT MANAGEMENT <br />A sixteen chapter description of the project and <br />organizational structure developed to manage the <br />Northstar Project through final design, construction and <br /> <br />Northstar Corridor Development Authority 26 <br /> <br /> <br />
