Fleet Management Plan <br /> <br />VOLUME V CAPITAL COST ESTIMATE <br />Provides current (2001) and year of construction (End of <br />2004) capital cost estimates for the Northstar Project. <br />Estimates are provided in both summary and detail. <br />Year 2001 costs are inflated for 3.5 years to end of 2004 <br />at a rate of 3.75 percent per year. The estimate includes <br />engineering and contract administration costs of 20 <br />percent and contingency allowances of 15 percent. The <br />total capital cost estimate for the Northstar Commuter <br />Rail project is $260,693,800 (2004 Dollars). <br /> <br />VOLUME VI MINIMAL OPERABLE SEGMENT (MOS) <br />As requested by FTA, the project was divided into shorter <br />segments and analyzed for cost impacts. The segments <br />reviewed include Minneapolis to Elk River with <br />incremental additions of Big Lake, East St. cloud, and <br />finally the full project at Rice. <br /> <br />The segments are reviewed for the incremental change <br />in capital cost, operating cost, and ridership to determine <br />an annualized cost per rail rider and a cost effectiveness <br />indicator for the initial segment to Elk River, and for each <br />subsequently longer section. <br /> <br />Northstar Corridor Development Authority 27 <br /> <br /> <br />
