The estimate includes
engineering and contract administration costs of 20
percent and contingency allowances of 15 percent. The
total capital cost estimate for the Northstar Commuter
Rail project is $260,693,800 (2004 Dollars).

VOLUME VI MINIMAL OPERABLE SEGMENT (MOS)
As requested by FTA, the project was divided into shorter
segments and analyzed for cost impacts. The segments
reviewed include Minneapolis to Elk River with
incremental additions of Big Lake, East St. cloud, and
finally the full project at Rice.

The segments are reviewed for the incremental change
in capital cost, operating cost, and ridership to determine
an annualized cost per rail rider and a cost effectiveness
indicator for the initial segment to Elk River, and for each
subsequently longer section.

Northstar Corridor Development Authority 27
