Agenda Item #2d <br /> <br /> MINUTES <br />Northstar Corridor Development Authority <br />Executive Committee <br /> Thursday, April 19, 2001 <br />Next Meeting: May 17, 2001, 12:00 p.m. <br />Anoka County Government Center <br /> <br />PLEASE NOTE: THESE MINUTES ARE IN "DRAFT" FORM AND ARE NOT TO BE <br />PUBLISHED IN ANY MANNER UNTIL THE COMMITTEE MEMBERS HAVE <br />REVIEWED AND APPROVED THEM. <br /> <br />Executive Committee members present: Paul Ostrow, Lewis Stark, Paul <br />McCarron, Gary Erickson and Steve Billings. <br /> <br />Others present: Mary Richardson, Ken Stevens, Mike Schadauer, Tim Yantos, <br />Rick Speak, Colleen Herrmann, Dartrell Lipscomb, Mike Christenson, Jim Barton, <br />Peg Aho, Dean Michalko, Jeff Dehler, Jay McLinden, Julia Shortridge <br /> <br />The meeting was called to order by Chair Ostrow at 12:12 p.m. <br /> <br />Minutes of the March 22, 2001 Meeting: Paul McCarron made a motion <br />approving the March 22, 2001 minutes as submitted. The motion was seconded <br />by Steve Billings and passed unanimously. <br /> <br />Checks and Claims: <br />claims as submitted. <br />unanimously. <br /> <br />Steve Billings made a motion approving the checks and <br />The motion was seconded by Paul McCarron and passed <br /> <br />Legislative and Congressional Report: Paul McCarron gave an update on what <br />was happening in the Legislature and noted that the MN Commissioner of <br />Transportation was to speak to the Legislature today. $10 million is slated for the <br />Northstar Project. <br /> <br />ReorganiZation of NCDA: Next Steps: Paul McCarron reviewed the outline of <br />the next steps in the reorganization process. Paul McCarron noted that there <br />should be a contract document regarding the distribution of responsibilities and <br />funding of the new CRCCC. Paul Ostrow asked whether there should be a <br />document stating each members' responsibilities. Staff responded yes. Paul <br />McCarron noted yes so that it does not delay the transition process. <br /> <br />Paul Ostrow asked Mn/DOT staff how the CRCCC for the Hiawatha project could <br />not have known what was going on at all times as the project developed. Mike <br />Schadauer noted that some of the staff had dropped the ball, but he assured that <br />this would not happen on the Northstar Project. Gary Erickson asked if it would <br />be possible for the CRCCC to go into executive session if confidential issues <br />were to come up. A motion was made by Paul Ostrow directing NCDA staff, <br />along with Paul McCarron, to work on discussing this issue with Mn/DOT to <br />reach agreement on the appropriate information disclosure procedures between <br /> <br /> <br />
