Mn/DOT and the CRCCC. The motion was seconded by Gary Erickson and <br />unanimously passed. <br /> <br />Steve Billings asked if under section ll.B.2 of the transition outline is the CRCCC <br />envisioning two meetings per month with MN Commissioner of Transportation <br />and one per month with the NCDA and the regular Executive Committee. Paul <br />McCarron noted that he had talked to Mn/DOT staff about meeting twice a <br />month. Steven Billings asked if Mn/DOT staff see a need to meet twice a month. <br />Mike Schadauer noted yes, that these meetings will be a nice opportunity for <br />Mn/DOT to get feedback and give information/progress reports to the CRCCC on <br />the Project. Paul McCarron noted that it likely would not be necessary for the <br />NCDA to meet monthly. <br /> <br />A motion was made by Paul McCarron to recommend to the NCDA that the <br />Authority: 1) assign the URS/BRW Preliminary Engineering, URS/BRW Phase II <br />Technical Services and the Himle Horner Public Involvement agreement to <br />Mn/DOT, as of June 1; 2) terminate the Mn/DOT Coordination, Ken Stevens, <br />Richardson, Richter & Associates, David Loch and Lindquist & Vennum <br />agreements as of June 1; and 3) approve a Mn/DOT Grant Agreement <br />Amendment for funding of the transition up to June 1, a Ken Stevens contract in <br />the amount of $40,000 for a term of June 1 through December 31, 2001, a <br />Richardson, Richter & Associates contract in the amount of $60,000 for the term <br />of June 1 through December 31, 2001, and a contract with David Loch for <br />$20,000 with a term of June 1 through December 31, 2001. The motion was <br />seconded by Lewis Stark and passed unanimously. <br /> <br />Preliminary Engineering Update and Review Process: Ken Stevens gave an <br />update on the preliminary engineering process. There is a lot going on in the <br />process right now. Mr. Stevens noted that preliminary engineering needs to be <br />completed by June 1 and submitted to the FTA. Mn/DOT has decided to <br />continue preliminary engineering on the track and signal improvements, working <br />on the entire list of improvements as well as the more narrow Mainline <br />Management list of improvements. TKDA has started the track and signal <br />preliminary engineering process and are striving to complete the process by June <br />1. Mr. Stevens noted that the TKDA scope of work has been changed by <br />Mn/DOT and a letter needs to be attached to their file noting the change. <br /> <br />Ken Stevens reviewed the schedule for Project Management Plan review and <br />submittal. The Executive Committee/CRCCC review of the preliminary <br />engineering packet should be complete by May 24 for submittal to the FTA on <br />June 1. The Plan will be released to the cities for their review and comment on <br />June 1. The cities will have 45 days in which to review and get their comments <br />in. The CRCCC will review the cities' comments in mid July. These comments <br />will be incorporated into the FEIS prior to submittal. Paul Danielson gave an <br />overview of the volumes being developed by URS/BRW. Volume 1 will consist of <br />station drawings (7 of 11 stations completed to date); Volume 2 will relate to the <br />maintenance facility (programming report and design report); Volume 3 will <br />include systemwide component plans (update to operation plan, update to fare <br />collections, update on rolling stock issues and procurement process); and <br />Volume 4 will to the Project Management Plan (currently being developed, and <br />will address security issues). <br /> <br /> <br />
