The City Council shall make its decision on the preliminary plat within one hundred twenty (120) days following receipt by the City of the properly completed application, unless the subdivider consents on the record to a continuance. The City Council may: 1) Grant approval of the .preliminary plat, with or without modification or conditions; or 2} Refer the preliminary plat to the Planning Commission or appropriate City staff, officers or departments for further • investigation; or 3) Deny .preliminary plat approval. If the .plat is denied, the City Council shall state the reasons for denial on the record. x. Following preliminary plat approval, the subdivider may petition the Council for installation of the streets and other public improvements required for development of the subdivision. The petition shall be in the form required by the City and shall be submitted with a .cash escrow in the amount of the cost of the feasibility study- for the .improvements, as estimated by the City Engineer.
