development, natural features, historic sites, • <br />open space, etc. <br />iii.. The Planning Department will compile comments <br />from the other City departments and prepare a <br />written report. A copy of the report shall .,also <br />be sent to the subdivider. <br />iv. A copy of the preliminary plat shall be referred <br />to the Park and Recreation Commission. The Park <br />and Recreation Commission shall make a <br />recommendation to the Planning Commission and <br />City Council prior to the public hearing on the <br />preliminary plat. <br />v. The Planning Department shall submit copies of <br />the preliminary plat to the Sherburne County <br />Highway Department, Minnesota Department of <br />Transportation and other appropriate agencies <br />(where applicable). <br />vi. Within sixty (60) days of receipt by the City of <br />a complete application for preliminary plat <br />approval including all required .supporting • <br />materials, the Planning Commission shall hold a <br />public hearing on the proposed subdivision. The <br />required legal publication shall be made and <br />notices shall be sent to all property owners of <br />record within three hundred fifty (3.50) feet of <br />the exterior boundaries of the proposed .plat and <br />within three hundred fifty (350) feet of all <br />contiguous property owned or controlled by the <br />subdivider or the owner. The developer is <br />required to obtain the above-mentioned property <br />owners list from the Sherburne County. Auditor's <br />office. <br />vii. The subdivider or a duly authorized <br />representative shall attend the Planning <br />Commission .meetings at which the proposal is <br />scheduled for consideration. <br />viii. At the public hearing, the Planning Commission <br />shall receive the written report of the Planning <br />Department and shall take testimony from the <br />subdivider and all other interested persons. At <br />the close of the public hearing, the Planning <br />Commission shall consider all of the written • <br />reports and materials before it, and the oral <br />10.21 <br />
