The applicant is <br />proposing no outdoor storage related to the business, with the exception of <br />the occasional customers boat. <br />The business is proposed to be operated out of the applicant's attached 24' x <br />24' garage. If this application is approved, the applicant plans on adding a <br />19' x 30' addition to the existing garage. The proposed garage addition would <br />meet the accessory structure ordinance in terms of accessory structure area. <br />The applicant is proposing that all sales be conducted at the customers home <br />or business, with the applicant providing pick-up and delivery of all <br />merchandise. Therefore, customer traffic would be kept to a minimum. The <br />applicant does anticipate UPS deliveries of fabric and supplies a couple of <br />times a week. The specifics of this request are included in the attached <br />Memo to the Planning Commision. <br />Planning Commision Meeting <br />At the June 27, 1995, Planning Commision Meeting, the Commision <br />concurred with staffs findings, and recommended approval of the <br />Conditional Use Permit to operate an Upolstery Business from the <br />applicant's attached garage. <br />• Recommendations <br />Staff and the Planning Commision feel this request meets the seven <br />standards for a Conditional Use Permit as outlined in Section 900.20 of the <br />Elk River City Code of Ordinances, as well as the Home Occupation <br />Ordinance. Staff and the Planning Commision are recommending approval <br />of the Conditional Use Permit request to operate an Upholstery Business out <br />of the applicant's home, with the following conditions: <br />1. Hours of operation be from 7 AM to 10 PM, as per city code. <br />2. No exterior storage related to this business shall be allowed, with the <br />exception of one customer's boat being allowed to be kept in the <br />driveway at any one time. <br />3. Signage be limited to two square feet, and mounted flat on the wall of <br />the dwelling. <br />4. A maximum of one full-time employee, or equivalent, other than those <br />persons who customarily reside on the premises, shall be employed. <br />5. If valid complaints are received, this item will be brought back before <br />the Planning Commission and City Council for review. <br />S: Council\CU95-11 <br />
