CITY OF ELK RIVER <br />EMERGENCY CLOSING POLICY <br /> <br />The City acknowledges that there may be adverse weather or other <br />emergency conditions (Emergencies) in which employees may need to be <br />excused from work. The City recognizes that the safety of the employees and <br />their dependents is the City's number one concern in an emergency. This <br />Emergency Closing Policy covers all employees except those employees in <br />departments which are expected to remain open and on duty during such <br />Emergencies. <br /> <br />If Emergencies exist during normal business hours of the City, the <br />City Administrator and/or the Mayor may declare that a State of <br />Emergency exists. The City Administrator will properly communicate <br />the declaration of a State of Emergency to all department heads. <br /> <br />When a State of Emergency is declared, each individual employee may <br />determine whether he or she will remain on the job or be excused. If <br />an employee is unable to report to work, or while at work determines <br />that his or her safety of the safety of his or her dependents may be <br />jeopardized if the employee remains on duty, such employee shall be <br />granted an authorized leave. Any employee with an authorized <br />emergency leave must utilize vacation or compensatory time for the <br />time missed from work. If the employee does not have vacation or <br />compensatory time, the emergency leave time shall be unpaid. <br /> <br />o <br /> <br />The City will make all attempts to keep its facilities open during <br />normal business hours even though an emergency may exist. Each <br />department head will notify the City Administrator immediately if <br />sufficient staff is not available to operate his or her department. <br /> <br />The City retains the right to change and deviate from this policy. Such <br />changes shall be approved by the City Administrator and Mayor. <br /> <br /> <br />
