Action Requested <br /> <br />The City Council is asked to review and act on the policy as presented. <br /> <br />Emergency Closing Policy <br /> <br />In the past there have been several instances in which employees have either <br />not been able to make it to work or left work early due to weather conditions. <br />Although several internal memos have been drafted regarding snow day <br />policies, the city has not had a formal emergency closing policy. Attached are <br />both the Sherburne County Emergency Closing Policy and a draft City of Elk <br />River Emergency Closing Policy. <br /> <br />The city's policy closely follows the Sherburne County Policy. Basically, the <br />policy indicates that the safety of employees is important, however, the city <br />will try to remain open in all emergency situations. Employees who are not <br />able to report during an emergency or request authorization to leave early, <br />will be required to use vacation or compensatory time to make up for the lost <br />time, or if none is available, the leave will be unpaid. <br /> <br />Action Requested <br /> <br />The Council is asked to review and take action on the emergency policy as <br />presented. <br /> <br />Data Privacy <br /> <br />There are numerous situations in which city employees are asked to provide <br />information to the public. The State's Data Privacy Law is very complex and <br />the consequences of releasing private data to the public can be severe. In an <br />attempt to better educate the employees and to provide an easy to read <br />document for reference, I have contacted the city attorney and requested <br />assistance in this project. Peter has indicated that he will work with another <br />attorney to provide a manual and two training sessions on this topic to all <br />city employees. The cost for the manual and the training is approximately <br />$2,000. Although this cost may seem slightly high, it is very insignificant in <br />comparison to the cost which may be incurred if data is released or withheld <br />improperly. <br /> <br /> <br />
