Action Requested

The Council is asked to approve an expenditure in the amount of $2,000 from
the Council Contingency for the development of a City Data Privacy Manual
and two training sessions for all relevant city employees.

Performance Evaluation System

In 1995, the city contracted with the League of Minnesota Cities to assist in
both development of new job descriptions to meet ADA requirements and to
assist in the performance evaluation process, and also to develop the city's
performance evaluation system. Due to a change in personnel and the
elimination of one personnel consultant position at the League, our project
was put on hold by the League for six months. At this point the job
descriptions have all been revised and are in draft form. Many of them are
very close to being in final form. The employees have all met with the
League's personnel specialist to discuss the process and reason for the
implementation for the performance evaluation system. The next step in the
process is to develop the evaluation form. This part of the process should be
completed by the end of the year.

The final step would be to provide training to the department heads so each
department head provides reviews which are fair and accurate
representations of their employees' performance. In that regard the city will
need to contract with someone to provide training. I have several options
regarding the training which ! will be prepared to discuss at Monday's
meeting.

Action Requested

There is no action requested on this item at this time unless the Council
wishes to authorize the expenditure for hiring a consultant to do the
department head training.

Comparable Worth Update and Adiustments

Every three years the city is required to report its pay information to the
Department of Employee relations so that the department may determine
whether or not the city is in compliance with the pay equity law. Earlier this
year the city received notification that it is in compliance with the pay equity
