City Administrator/ <br />Finance Director <br /> <br />DATE: <br /> <br />November 25, 1996 <br /> <br />SUBJECT: Pay Resolution and Update on <br /> Personnel Projects <br /> <br />There are numerous personnel and pay issues which need to be addressed. <br />Some of these items require Council approval and others are merely updates. <br />Some of the items I would like to present for review include the following: <br /> <br />· Family and Medical Leave Act Policy <br />· Emergency Closing Policy <br />· Data Privacy Issues <br />· Performance Review Update <br />· Comparable Worth Update and Adjustments <br />· Pay Resolution and Exhibits <br /> <br />I will give you some background on each of these items in this memo and <br />attach the appropriate items for your review. Some of the narrative may be <br />rather brief; however, I will be prepared to discuss the items in detail at <br />Monday's meeting. <br /> <br />Family and Medical Leave Act Policy <br /> <br />Both Federal and State law require that leaves be given to certain employees <br />for specific medical and parental reasons. Although the city has been <br />complying with the related laws and the leave has been used by several <br />employees, the city has not had a formal policy. This policy attempts to <br />address all of the issues relating to requests for leave and clarifies that <br />employees must first use available paid leave time prior to taking unpaid <br />leave. <br /> <br />This policy closely follows the laws relating to family and medical leave. <br />There is very little discretionary authority retained by the city in relation to <br />these leaves. The city's personnel attorney has reviewed the policy and found <br />that it complies with all the legal requirements of the family and medical <br />leave act. <br /> <br />13065 Orono Parkway ® P.O.
