Ach, City Planner~//~ <br /> <br /> November 25, 1996 <br /> <br /> Discuss Planning and Park Fees <br /> <br />Overview <br /> <br />Each year, the Planning Department conducts a survey of surrounding cities <br />and other developing communities in the metro area to get a list of their <br />respective planning and park dedication fees. This survey helps provide a <br />basis for adjusting the City of Elk River's fees, as well as recognizing what <br />other communities are charging for their development fees. <br /> <br />Last year, the City Council adjusted the following planning fees: <br /> <br />Conditional use permit (commercial/industrial) $300 (increase of $50) <br />Preliminary plat $500 plus $5 for each lot over 50 (added per lot fee) <br />Site plan review 250 (increase of $50) <br /> <br />Based on the amendments made last year and the survey conducted this <br />year, the planning department is not recommending any changes be made to <br />the existing planning application fees. However, I must point out to the <br />Council that in some instances, the existing application fees do not come <br />close to covering the staff time involved in reviewing and monitoring some of <br />the developments that are being proposed. For example, larger residential <br />plats involve several pre-application meetings with the developer, as well as <br />time spent preparing reports, secretarial time typing reports, and further <br />follow-up after the Planning Commission and City Council's meeting. <br />Therefore, I do believe that there is justification to adjust the preliminary <br />plat fee if it is the desire of the Council to have the application fee cover staff <br />time. <br /> <br />Park Dedication Fees <br /> <br />Another fee that is included in the annual survey is the park dedication fees. <br />As outlined in the survey, the park dedication fee for single family <br />developments has a wide range from $384 per lot in the City of Coon Rapids <br />up to $1,000 per lot in the City of Woodbury.
