Plumbing~ heating~ and other miscellaneous building permit fees: <br /> <br />All of these permit fees were reviewed and appropriately adjusted in 1996. <br />Staff is not recommending changes to these fees in 1997. <br /> <br />Commercial and industrial building permit fees: <br /> <br />The maximum allowed building and plan check fees for these permits are <br />being charged. Staff is not recommending changes to these fees in <br />1997. <br /> <br />ENVIRONMENTAL FEES <br />Mineral excavation licenses <br /> <br />The City increased this fee 33% in 1996 from $15 per acre to $20 per acre for <br />land mined, but not reclaimed. Staff recommended this increase to help <br />encourage reclamation; once the land is reclaimed no fee is charged. <br />However, a license fee should be equal to the cost of administering the <br />license. The current mineral excavation license fee adequately covers the <br />City's administrative costs. Staff is not recommending an increase to <br />this fee in 1997. <br /> <br />Solid waste licenses <br /> <br />The City charges $2,000 per year for a solid waste license. Elk River has <br />three such licenses currently: Elk River Landfill, NRG's RDF plant, and <br />UPA. The $2,000 license fee is to cover City staff time spent administering <br />the license. The license fee is not meant to cover the cost renewing these <br />permits, which is charged separately. <br /> <br />The $2,000 fee adequately covers UPA and NRG. Consultant time for these <br />permits is charged to them. The Landfill takes more than $2,000 worth of <br />staff time a year, but there is surcharge money that covers this. Staff is not <br />recommending an increase to this fee in 1997. <br /> <br />Garbage hauler license, grading permits~ and wetland permits <br /> <br />Garbage hauler licenses - $60 1st truck/$15 each additional truck <br />Grading permits - $25 plus consultant time <br />Wetland permits - $75 plus consultant time <br /> <br />Staff feels these fees are adequate for 1997 and are not <br />recommending changes. <br /> <br /> <br />
