Memo to the Mayor and City Council Page 2 <br />Planning & Park Dedication Fees <br />November 25, 1996 <br /> <br />surveyed is $729.00 per single family lot. The City of Elk River's park <br />dedication fee is currently $550 per residential unit and will be increasing to <br />$600 per unit the first of the year. <br /> <br />The Park and Recreation Commission discussed the current park dedication <br />fees at their November meeting and recommended the Council consider <br />establishing a trail fee on a per lot basis to be used towards the development <br />of trails. Currently, the city's policy is to either credit a developer's park <br />dedication requirement for any trails that need to be developed within a <br />project or, ff the trail costs exceed the park dedication required, the city <br />would reimburse the developer for those trail construction expenses. As trail <br />development continues to be an integral part of developments and the city' <br />park and recreation system, the Council may want to discuss the financing of <br />developing these trails and the possibility of instituting some type of trail fee <br />for residential plats. The Park & Recreation Commission has recommended <br />the Council consider establishing a $100 per lot trail fee. Such a fee is not <br />uncommon as other cities have also established such a fee. <br /> <br />Recommendation <br /> <br />The City Council is asked to review the attached survey and consider the <br />city's current planning application fees and park dedication fees and provide <br />staff direction of any changes that may need to be made. <br /> <br />s:\council\planfees.doc <br /> <br /> <br />
