PRELIMINARY CONCEPTS OVERVIEW <br />CONCEPT THREE: <br />Eco-Energy Business Park <br />In the final concept a jobs based focus <br />with primarily industrial & office use is <br />explored. All of the land south and <br />west of the rail line is designated office <br />or industrial use. There would be an <br />ecological and energy focus for the <br />industrial and office uses with a focus <br />on green employment. Building on the <br />Sustainable Technology Park model, the <br />Gateway Business Park looks to pioneer <br />the first "closed loop" eco-industrial <br />parkin Minnesota where participating <br />businesses would work together to <br />produce zero waste and zero emissions. <br />The potential to leverage neighboring <br />assets such as Great River Energy, Cargill <br />and the RDF plant could serve as catalysts <br />for the future businesses in the FAST. <br />A future interchange would be located <br />the furthest south of all the concepts, <br />as identified by the I RC plan prepared by <br />MNDOT. The alignment of 165th Avenue <br />turns directly into the interchange and <br />Twin Lakes Parkway again terminates <br />directly into the interchange with a small <br />amount of convenience retail located <br />at the interchange, preserving the RDF <br />plant. <br />Office and office showroom uses would <br />line Highway io~i69 to the north. Again <br />a mixed use district would be developed <br />near the Northstar station with small <br />amounts of retail and primarily housing. <br />Residential would be focused to the <br />northeast, however in this scheme the <br />intersection of Twin Lakes Parkway and <br />175th Avenue would have offices uses <br />`adjacent to the Northstar Business Park. <br />~~ . <br />r <br />t, - <br />2 ~713t.
