PRELIMINARY CONCEPTS OVERVIEW <br />„ffice Village <br />.. <br />i ~ ~ .:,. <br />Office Village Phasing Concept <br />Concept: Phases <br />Near Term Phase: <br />In the near term, a similar approach to <br />concept one is envisioned. Continued <br />build-out of the Northstar Business <br />Park, development & redevelopment to <br />more intense housing in the northeast <br />and mixed use development near the <br />Northstar station on the existing vacant <br />parcels would likely occur as the private <br />market dictates. Within the Gateway <br />area, a combination of industrial end users <br />and interim uses could be developed <br />within the framework the future roadway <br />network through a combination of <br />temporary roadways and right-of-way <br />preservation. Again, anticipating future <br />beginning transportation improvements <br />key parcels are positioned for <br />redevelopment in the northwest through <br />right-of-way preservation and conditional <br />use agreements. Additionally, lobbying <br />the rail road for an additional crossings at <br />173rd Avenue. <br />Mid Term Phase: <br />With the potential for an additional <br />frontage road access in the northwest the <br />land becomes viable for redevelopment, <br />as well as areas adjacent to roadway <br />improvements on Twin Lakes Parkway <br />through the Gateway area and near the <br />additional rail road crossing. The Cargill <br />property could also develop industrial <br />uses beyond zozo per the agreement with <br />the City, however the roadway connection <br />to 165th Avenue could come earlier. <br />Long Term Phase: <br />As Highway io/i69 transitions to a <br />freeway, existing accesses are eliminated <br />and the interchange is built near the <br />southern end of the study area. A large <br />65 acre area for a traditional retail is built <br />around the interchange and assumes <br />the RDF plant is relocated. Existing uses <br />along highway io/169 begin to intensify <br />into office, office showroom and some <br />residential uses near 171st Avenue. <br />-, <br />l"~` ~:, <br />!~ <br />17181.
