Memo to the Mayor and City Council/CU 96-14 <br />July 15, 1996 <br /> <br />Page 3 <br /> <br />signage. The directional signs which are located along the main driveway <br />between Arbys and the primary retail center (Target) are located off-site and <br />are not allowed by ordinance. The Planning Commission did permit the <br />locating of one directional sign off site to identify the direction to "enter" the <br />drive-thru lane at Arbys. However, the secondary off-site directional sign <br />identifying the "exit" was eliminated. <br /> <br />The next sign issue dealt with the wall signs on the east side of the building <br />facing Freeport. As part of the sign requirements for Elk Park Center, each <br />business is allowed to have one wall sign for each building frontage on a <br />public right of way. The Arbys proposal has frontage on one public street and <br />that being Freeport. The Arbys sign proposal includes two wall signs; the <br />first on the north side of the building and the second, on the east side facing <br />Freeport. The sign on the east side is really intended to identify the two <br />pickup windows. The Planning Commission and staff have recommended <br />that the wall signs along Freeport be changed to better reflect their purpose, <br />which is to identify each pickup window for the drive up customers. By doing <br />this, it will avoid additional wall signage on Freeport and maintain a <br />consistent interpretation of the wall sign requirements for Elk Park Center. <br />(Additional wall signage by businesses in Elk Park Center have been denied <br />by the Planning Commission and City Council in the past). <br /> <br />Architecture <br /> <br />Lastly, the architecture of the building has been revised to reflect the intent <br />and guidelines of the architectural control of Elk Park Center. A brick <br />material has been included on the building to complement the others built in <br />Elk Park Center. <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission recommended approval of the conditional use <br />permit request by Arbys to construct a 4,515 square foot Class II restaurant <br />facility with a drive-thru lane with the conditions outlined in staffs memo <br />dated June 25, 1996, as well as the following conditions: <br /> <br />B. Landscaping <br /> <br />The landscape plan be revised to include landscape material <br />within the island southwest of the building. <br /> <br />5.
