Memo to the Mayor and City Council/CU 96-14 <br />July 15, 1996 <br /> <br />Page 2 <br /> <br />Drive-thru Lane <br /> <br />Representatives from Arbys have indicated that the project's design includes <br />a drive-thru lane that will be wide enough to allow customers wishing to pick <br />up their Sbarro pizza order to bypass the customers waiting for the first <br />pickup window. Staff has discussed with Arbys the width of the driveway <br />and the concern that the width may not be wide enough for some vehicles to <br />pass vehicles waiting in line to pick up their previously ordered menu items. <br />Arbys' architect has made some adjustments to the plan to help improve the <br />drive-thru lane; however, staff is still cautious in accepting the width as wide <br />enough for two vehicles to be passing one another. It should be noted that <br />the drive-thru lane is on private property and for the most part, if the drive- <br />thru lane does not function as intended by Arbys, it will not cause a public <br />safety problem but more of an operational problem for Arbys. <br /> <br />Site Plan Review <br /> <br />The Elk Park Center planned unit development requires all site plans to <br />receive approval from the City Council prior to construction. Staff has <br />conducted a full site plan review of the plans submitted by Arbys and have <br />detailed comments outlined in the report to the Planning Commission dated <br />June 25, 1996. The architects representing Arbys have made several <br />adjustments to the plans to meet most of staffs issues outlined in the report. <br />Generally speaking, the following items have not been reflected in the most <br />recent revised development plans: <br /> <br />A.1.) <br /> <br />The width of the drive-thru lane will continue to be an issue; however, <br />as mentioned above, this a vehicular movement that will occur on <br />private property and is probably more of a concern for Arbys than it <br />will be for the city. However, staff wanted to make mention of this <br />issue since we felt the width was inadequate. <br /> <br />$.2. <br />& 3.) <br /> <br />Both these conditions have to do with having the plans reflect the <br />appropriate landscaping. Representatives of Arbys have not indicated <br />any concern or issue with these conditions and staff expects these <br />conditions to be reflected on the final plans. <br /> <br />Signage <br /> <br />Arbys' sign proposal included a few signs that were not in conformance with <br />the Elk Park Center planned unit development or city ordinance.
