• Segment 3 (central) begins at the intersection of Riverdale Drive and 138'h <br />Avenue and terminates at the east end of Rivlyn Avenue. <br />• Segment 4 (Kings Island) begins at the east end of Rivlyn Avenue and terminates <br />at the east end of Mississippi River Community Park. <br />• Segment 5 (City of Anoka) begins at the west end of Benton Street and <br />terminates at Peninsula Point Park. <br />A trail construction cost analysis was done for each of the segments, which resulted as <br />follows: <br />Segment 1 $634,159 <br />Segment 2 $189,175* <br />Segment 3 $163,587 <br />Segment 4 $303,209 <br />Segment 5 $65,550 <br />*Construction costs for segment 2 will be included in the park development of the <br />Mississippi West Regional Park or through a trail grant. <br />The estimated cost for this project is $1,355,630 for a length of 7.5 miles with an <br />approximate cost of $34.23 per lineal foot. <br />IV. BACKGROUND <br />A. Corridor History <br />In the mid-1980's, Anoka County identified the Mississippi River Regional Trail <br />corridor. This trail corridor was proposed to run along the Mississippi River, from <br />the westerly county line (Elk River) to downtown Anoka. Although the corridor <br />was identified, the exact alignment or location had not been developed. The <br />proposed trail would offer residents from the cities of Anoka and Ramsey <br />pedestrian access to Mississippi West Regional Park, a 273 acre regional park <br />located along the Mississippi River. <br />Since that time, Anoka County has conducted a comprehensive analysis of its <br />parks and trails. In 1998, Anoka County adopted a new comprehensive Park <br />and Recreation System Plan, titled the 20/20 Vision Plan. Part of that plan <br />included Chapter 13 -Trail and Greenway Development (refer to Appendix B). <br />Input for the trail corridors was obtained from a wide variety of stakeholders, <br />including a 20 member County Board appointed advisory group, the County <br />Highway Department, and all local units of government in Anoka County and <br />surrounding counties.
