II. PURPOSE <br />This master plan evaluates the need and feasibility of completing the northern <br />alignment of the Mississippi River Regional Trail and utilizes a Feasibility Study and <br />Report conducted by Hakanson Anderson Associates, Inc. The report was completed in <br />2006 and presented to the Cities of Anoka and Ramsey, who then adopted resolutions <br />of support for the development and construction of the Mississippi River Regional Trail <br />(refer to Appendix D). <br />The objectives of the master~plan process are: <br />1. To define the preferred route for the regional trail from the City of Anoka <br />through the City of Ramsey to the Sherburne County line. <br />2. To define alternate route locations, existing right-of-way and streetwidths, along <br />with estimated costs to.construct the trail. <br />3. To define connection between the regional trail and major parks, trail systems <br />and activity centers. <br />4. To identify opportunities, conflicts and other strategic issues relevant to <br />establishing a quality regional trail. <br />5. To gain valuable input from the cities, agencies, organizations and the public. <br />The master plan will be presented to the Metropolitan Council's Parks and Open Space <br />Commission for recommendation and Metropolitan Council approval. <br />III. EXECUTIVE SUMMARY <br />The development of this master plan was initiated through a meeting of appropriate <br />personnel from Anoka County, the City of Anoka and the City of Ramsey. Based on <br />these meetings the project scope and trail corridor were established. <br />Multiple trail locations were discussed by the County and City staff, before deciding on <br />final proposed trail locations. Many alternates are shown in the attached drawings. <br />Some of these alternates can act as replacements for primary segments, however most <br />alternate segments are proposed to be additional segments that would interconnect <br />other trails and sidewalks within the project corridor. <br />The primary route was divided into five segments as follows: <br />• Segment 1 (west) begins at the west county line and terminates at the west end <br />of Mississippi West Regional Park. <br />• Segment 2 (Mississippi West Regional Park) begins at the west boundary of the <br />park and terminates at the intersection of 138'h and Riverdale Drive. <br />Page 2 of 26 <br />
