II. PURPOSE
This master plan evaluates the need and feasibility of completing the northern
alignment of the Mississippi River Regional Trail and utilizes a Feasibility Study and
Report conducted by Hakanson Anderson Associates, Inc. The report was completed in
2006 and presented to the Cities of Anoka and Ramsey, who then adopted resolutions
of support for the development and construction of the Mississippi River Regional Trail
(refer to Appendix D).
The objectives of the master~plan process are:
1. To define the preferred route for the regional trail from the City of Anoka
through the City of Ramsey to the Sherburne County line.
2. To define alternate route locations, existing right-of-way and streetwidths, along
with estimated costs to.construct the trail.
3. To define connection between the regional trail and major parks, trail systems
and activity centers.
4. To identify opportunities, conflicts and other strategic issues relevant to
establishing a quality regional trail.
5. To gain valuable input from the cities, agencies, organizations and the public.
The master plan will be presented to the Metropolitan Council's Parks and Open Space
Commission for recommendation and Metropolitan Council approval.
III. EXECUTIVE SUMMARY
The development of this master plan was initiated through a meeting of appropriate
personnel from Anoka County, the City of Anoka and the City of Ramsey. Based on
these meetings the project scope and trail corridor were established.
Multiple trail locations were discussed by the County and City staff, before deciding on
final proposed trail locations. Many alternates are shown in the attached drawings.
Some of these alternates can act as replacements for primary segments, however most
alternate segments are proposed to be additional segments that would interconnect
other trails and sidewalks within the project corridor.
The primary route was divided into five segments as follows:
• Segment 1 (west) begins at the west county line and terminates at the west end
of Mississippi West Regional Park.
• Segment 2 (Mississippi West Regional Park) begins at the west boundary of the
park and terminates at the intersection of 138'h and Riverdale Drive.
