31. Summary of Issues: <br /> <br />Do not complete this section if the E~4 }V is being done for EIS scoping; instead, <br />address relevant issues in the draft Scoping Decision document, which must <br />accompany the E~4 ~. List any impacts and issues identified above that may require <br />further investigation before the project is begun. Discuss any alternatives or <br />mitigative measures that have been or may be considered for these impacts and <br />issues, including those that have been or may be ordered as permit conditions. <br /> <br />Environmental issues that have been identified for the proposed project include the <br />following: noise, dust, traffic, air quality, potential surface water impacts, potential <br />groundwater impacts, potential rare species disturbances, and potential affect on prime or <br />unique farmlands. The City of Elk River will address these issues through the Conditional <br />Use Permit and Excavation License process, including annual review. <br /> <br />Noise and visual impacts have been addressed by designating allowable hours of <br />operation. No intense lighting will be used at the Site. The physical setting of the project <br />site (surrounded to north, south, and west by mining) conforms to the surrounding land <br />· use and therefore reduces these potential impacts. The specific hours of operation will be <br /> determined as part of the Conditional Use Permit. <br /> <br />Potential dust generation has been addressed by requiring dust control on an as needed <br />basis. Completed mining areas and soil stockpiles are to be seeded to stabilize soil and <br />minimize wind blown dust particulates. Paving of a portion of the site entrance/exit road <br />will also be considered to reduce dust. The affect of the proposed project on traffic is not <br />anticipated to be .of concern due to the project location. <br /> <br />Potential traffic issues have been addressed by the MnDOT requirements of constructing <br />auxiliary northbound and southbound shoulder lanes on Trunk Highway 169 between <br />217th Avenue and 219th Avenue. All drivers will be instructed to travel in the auxiliary <br />lanes only. Truck traffic generated by the gravel mine will be limited to the approximate <br />1,000 foot stretch between 219th Avenue and 217th Avenue on Trunk Highway 169 only. <br /> <br />Odors from the asphalt plant will be controlled and minimized by engineering and <br />designing the appropriate stack height for the operation. The use of recycled asphalt in <br />the plant operation will also be limited, thus reducing some of the nuisance odors. Hours <br />of plant operation will be adjusted as needed based on weather conditions and/or periods <br />of inversion. Potential to emit calculations will be performed for the gravel mining <br />operation and portable asphalt plant and the need for an air quality permit will be <br />assessed at that time. Permits will be obtained from the MPCA. It is not anticipated that <br />the proposed project will not adversely affect air quality in the surrounding area. <br /> <br />Surface water, erosion, and sedimentation have been reviewed and mitigative measures <br />have been proposed to control these issues. The proposed project does not encounter or <br />alter drainage into the wetlands located on the Site, or contribute directly into other <br />surface water bodies. Adherence to NPDES requirements is also required.
