plan and phased development and restoration, seeding of stockpiled soil and completed <br />phases, and silt fences. Some control of contaminant migration from potential releases is <br />afforded by these physical controls. Additional mitigative measures to control potential <br />releases to surface water include conformance with best management practices, proper <br />equipment maintenance, and storage tank safeguards. Prior to beginning work, a wetland <br />delineation report may be necessary. <br /> <br />The proposed gravel mining operation does not include installation of a supply well, <br />thereby eliminating potential interference with other nearby supply wells. Dewatering for <br />mining is not proposed, as none of the mining will extend below five feet above the water <br />table, as is required by the City of Elk River. Mining of the Site may include removal of <br />some topsoil, which will be stockpiled for site restoration. The Site soils include <br />primarily sand and gravel which have greater vertical permeability and affords less <br />protection to the migration of spills or releases. Mitigative measures to control potential <br />releases include conformance with applicable regulations and best management practices, <br />proper equipment maintenance, storage tank safeguards, and site security. <br /> <br /> The Blanding's Turtle was identified as a state-listed threatened species for the vicinity of <br />· the proposed project. As recommended by the DNR, flyers with an illustration of the <br /> Blanding's Turtle will be distributed to all site workers. If observed, any turtles in <br /> imminent danger will be moved by hand out of harms way to a safe location. Any turtles <br /> observed that are not in danger will be left undisturbed. All construction areas will be <br /> surrounded by silt fencing to keep turtles from entering construction areas. The silt <br /> fencing will be removed after the area is re-vegetated. Wetlands will not be dredged or <br /> filled and all wetlands will be protected from pollution sources. Graded areas will be re- <br /> vegetated with standard MN DOT seed mixtures and the terrain will be left with as much <br /> natural contour as possible upon completion of the project. No permanent utilities will be <br /> installed at the Site. <br /> <br />2.4 acres of statewide important soils and 3.9 acres of prime soils are located on the Site. <br />Neither of these soil units include sources of gravel and are not expected to be mined. <br />Special consideration will be given to these areas as not to disturb the topsoil or <br />unnecessarily excavate these areas.
