The second auxiliary lane will be built northbound <br />from 217th Avenue to 219th Avenue on the right hand shoulder of the highway. <br /> <br />The construction of the auxiliary lanes as described above has been approved by <br />MnDOT. Construction plans and details will be prepared in accordance with all MnDOT <br />requirements and specifications and will be forwarded to the City upon completion. <br /> <br />No other new or expanded public services or utilities are anticipated for the proposed <br />project. <br /> <br />Cumulative Impacts: <br /> <br />Minnesota Rule part 4410.1700, subpart 7, item B requires that the RGU consider <br />the "cumulative potential effects of related or anticipated future projects" when <br />determining the need for an environmental impact statement. Identify any past, <br />present or reasonably foreseeable future projects that may interact with the project <br />described in this EAW in such a way as to cause cumulative impacts. Describe the <br />nature of the cumulative impacts and summarize any other available information <br />relevant to determining whether there is potential for significant environmental <br />effects due to cumulative impacts (or discuss each cumulative impact under <br />appropriate item(s) elsewhere on this form). <br /> <br />Currently, the Site is bounded to the north and south by larger gravel mines. Large active <br />gravel mines are also located west of Trunk Highway 169, just west of the Site. Thus, the <br />Site will correspond with current and projected area land use in the area. The extent of <br />mining is estimated to cover approximately 14.81 acres of a 66.06-acre parcel and is <br />expected to remove 500,000 cubic yards of gravel over a 10-year period. At the end of <br />mining operations, the asphalt plant will be removed and the Site will be returned to <br />agricultural use. No expansions of the mine are projected for the future, as no additional <br />gravel resources are present on the Site. <br /> <br />Cumulative impacts from the proposed project are anticipated to be minor and are <br />comparable to those presented in the 1994 EIS prepared for the Mining District. The City <br />of Elk River is aware of the cumulative impacts for the Mining District and has <br />considered and addressed them accordingly. <br /> <br />Other Potential Environmental Impacts: <br /> <br />If the project may cause any adverse environmental impacts not addressed by items <br />1 to 28, identify and discuss them here, along with any proposed mitigation. <br /> <br />A potential environmental impact not addressed includes vibration from crushing <br />operations. Mitigative measures to reduce the impacts caused by any vibration will <br />include locating the gravel stockpiles and crushing operations on areas of the property <br />farthest from the most sensitive receptors. Additionally, the crusher will be manned at all <br />times during operation.
