City Council Minutes <br />May 6, 1996 <br />Page 4 <br /> <br />Councilmember Scheel indicated does not suppod the increase. She indicated <br />that it is not appropriate to give raises in this manner. She fudher indicated that <br />all salary increases should be dealt with simultaneously. <br /> <br />Councilmember Farber indicated that the pay increase is not a merit increase <br />but is being proposed because the salary was lowered when the position was <br />established and advedised. He suggested that the city pay the appropriate <br />salary when employees are hired. <br /> <br />Councilmember Dietz indicated he was in favor of the increase. He stated that <br />Steve Ach's salary should have been higher when he started, but because it was <br />a new position the Council lowered the salary. <br /> <br />Councilmember Holmgren indicated he was not in favor of the pay increase. He <br />stated he would like to see increases done on a timely basis. He further indicated <br />he would like to see a report as to why the increase is proposed. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE STEVE ACH TO MOVE UP TWO STEPS <br />IN HIS CURRENT PAY GRADE EFFECTIVE JUNE 1, 1996. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION C:ARRIED 3-2. C:OUNCILMEMBER SC:HEEL <br />AND COUNCILMEMBER HOLMGREN OPPOSED. <br /> <br />Open Mike <br /> <br />Dwight Kirkeide - 11230 173rd Ave NW informed the Council that he is still waiting <br />for answers to his questions regarding signing his road for emergency services. <br />The City Administrator indicated that staff is working on the issue. Mr. Kirkeide <br />indicated that billing for garbage collection has been assessed to his properh/. <br />He indicated he did not believe he should be responsible for payment as he did <br />not utilize the service. It was the consensus of the Council to consider eliminating <br />the assessment. <br /> <br />Joint Meetinq with the Park and Recreation Commission <br /> <br />Commissioners Dave Anderson and Dana Anderson were present to discuss park <br />and recreation issues with the Council. <br /> <br />Mayor Duitsman stated that he felt secudty is an issue when trails are located <br />behind homes. Dana Anderson indicated that the Park and Recreation <br />Commission also has concerns as to how to make trails multi-use and safe. Dana <br />Anderson played a video giving examples of trails from several different <br />communities. He indicated that a wide trail corridor was the key to multi-use <br />trails. Steve Rohlf reviewed the proposed and existing trails systems with the <br />Council. <br /> <br />Discussion was held regarding a trail along County Road #1. Mayor Duitsman <br />indicated his concern regarding funding for a trail. He indicated that he would <br />support asking the County for a wider shoulder during the County Road # 1 <br />construction or else a smaller shoulder and County help with funding a detached <br />trail.
