CONTINGENT UPON THE BANK'S <br />COMMITMENT FOR 2.1 MILLION AT A COMPETITIVE INTEREST RATE. COUNClLMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. COUNCILMEMBER <br />SCHEEL ABSTAINED. <br /> <br />COUNCILMEMBER FARBER MOVED TO HOLD A PUBLIC HEARING TO RECEIVE CITIZEN <br />INPUT ON THE PLAN TO SELL BONDS FOR THE PROJECT ON JUNE 3, 1996, AT 6:00 P.M. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER FARBER MOVED TO AUTHORIZE A CHANGE ORDER FOR RSP <br />ARCHITECTS IN THE AMOUNT OF $25,708. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0-1. COUNClLMEMBER SCHEEL ABSTAINED. <br /> <br />COUNCILMEMBER FARBER MOVED TO TEMPORARILY FINANCE $100,000 FOR THE ICE <br />ARENA PROJECT WITH THE UNDERSTANDING THAT $50,000 WILL BE REIMBURSED BY <br />THE HOCKEY ASSOCIATION. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0-1. COUNCILMEMBER SCHEEL ABSTAINED. <br /> <br />Presentation by Reverend Paqh on Report Titled "Buildin.q Healthy Communities" <br /> <br />Reverend Pagh presented a repod on "Building Healthy Communities." He <br />indicated that the Youth Task Force has worked on the issue of healthy youth <br />development for the past three years. He indicated that the Task Force <br />concentrated on 16 external assets which he briefly described to the Council. <br /> <br />Hillside Crossinq II Bids <br /> <br />Deleted from agenda. <br /> <br />Request by Riverside Development to Grade Outlot A Hillside Crossin,q South <br /> <br />The City Administrator indicated that this issue was tabled by the Council on April <br />29. Developer Marly Glines reviewed the proposal to grade and clear cut Outlot <br />A of Hillside Crossing South. <br /> <br />COUNCILMEMBER FARBER MOVED TO ALLOW THE GRADING AND CLEAR CUTTING <br />OF OUTLOT A HILLSIDE CROSSING SOUTH. COUNCILMEMBER SCHEEL SECONDED THE <br />MOTION. THE MOTION CARRIED 4-1. COUNCILMEMBER DIETZ OPPOSED. <br /> <br />Human Resource Issues <br /> <br />Discussion was held regarding the issue of a pay increase for City Planner Steven <br />Ach. City Administrator Pat Klaers indicated that this issue was continued from <br />the April 29 City Council meeting. <br /> <br />Mayor Duitsman indicated that he supported the raise and also stated that past <br />history shows that increases have been given in this timeframe around the audit <br />presentation. <br /> <br /> <br />
