City Council Minutes <br />May 6, 1996 <br />Page 5 <br /> <br />8.1. <br /> <br />8.3, <br /> <br />indicated that the County Road # 1 trail will be an impodant link for the Elk River <br />trail system. He further requested that the County and City work together on the <br />trail issues and at least keep these issues in mind during the planning process. <br /> <br />Discussion was held regarding the theory of building larger lots so that people <br />could recreate in their own yards as opposed to neighborhood parks. Mayor <br />Duitsman and Councilmember Farber indicated that they supported <br />neighborhood parks. Councilmember Farber indicated his concern regarding <br />the need for a neighborhood park in the Lafayette Woods plat. <br /> <br />Discussion was held regarding community recreation fields. Discussion was held <br />regarding the possibility of having the youth organization charge a per-person <br />fee to use the fields. The fees would be used to pay for and maintain the fields. <br />Councilmember Scheel indicated she was opposed to charging for use of the <br />fields. Councilmember Scheel stated she felt there should be an equal <br />distribution for the cost of the fields. <br /> <br />Discussion was held regarding the loitering and vandalism that has been taking <br />place in the parking lot at Woodland Trails. Mayor Duitsman suggested that Phil <br />Hals design some type of gate that would prohibit this activity. Councilmember <br />Farber suggested that the City use the ordinance for enforcement. <br /> <br />Buildinq and Zonin.q 1995 Annual Report <br />Street and Parks 1995 Annual Report <br /> <br />Due to the lateness of the meeting, these two agenda items were omitted until a <br />later date. <br /> <br />Consider 1996 Street Overlays <br /> <br />Street Superintendent Phil Hals reviewed the list of streets he felt were in need of <br />overlays. He also reviewed the timetable for these proposed projects. <br /> <br />Councilmember Dietz indicated that he has received several calls regarding the <br />possibility of extending sewer and water to the remaining areas in the western <br />portion of the city. Councilmember Dietz indicated that the longer the City <br />Council waits to do the project in the Riverview addition, the more expensive it <br />will get, He further indicated that because the roads are in such poor condition, <br />a decision should be made regarding the sewer and water issue. He stated that <br />some of the homes in the area are 20 years old and have failing septic systems. <br />He further stated that he feels the City Council owes it to the people to make a <br />decision one way or the other. It was the consensus of the City Council to discuss <br />this issue further at a future council meeting and to consider ordering a feasibility <br />study at that time. <br /> <br />Discussion was held regarding other issues in Phil Hals' memo to the Mayor and <br />City Council. Discussion was held regarding sidewalks in the old core part of the <br />city and whether it is better to use blacktop or concrete for the sidewalks. No <br />action was taken on these issues. <br /> <br /> <br />
