He noted that after <br />receiving comments from the State Historic Preservation Office, Minnesota Pollution <br />Control Agency and the DNR, staff and the Planning Commission recommend a negative <br />declaration on the need for an ElS. <br /> <br />COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 02-106 <br />REGARDING THE ENVIRONMENTAL ASSESSMENT WORKSHEET FOR <br />THE ELK RIVER STATION PROJECT. LLC for Conditional Use Permit, Public Hearing, Case No. <br />CU 01-08 <br /> <br />Senior Planner Scott Harlicker indicated that Elk River Station LLC is requesting approval <br />of a rezoning, conditional use permit, and preliminary plat for a mixed use Planned Unit <br />Development located north of the Burlington Northern Railroad tracks and east of the <br />Mn/DOT Park and Ride facility on the east and west sides of Twin Lakes Road. <br /> <br />Mr. Harlicker provided a description of the project and background information. He <br />reviewed the applicants' request to rezone the property from Light Industrial and Single <br />Family Residential to Planned Unit Development (PUD). He noted that the Planning <br />Commission has recommended approval of the request which will allow mix of uses, <br />including a commercial/office component, senior housing, a daycare center, an apartment <br />building and townhomes. <br /> <br />Mr. Harlicker then reviewed details of each of the PUD components, including uses, <br />building sizes and elevations, access and parking, layout of buildings and streets, pedestrian <br />access, park dedication recommendation, design standards, landscaping, signage, tree <br />removal, and preservation of the wetland areas. He noted that the Planning Commission <br />recommended approval of the requests with the conditions listed in the staff report. <br /> <br />Mayor ICJinzing opened the public hearing. <br /> <br /> <br />
