City Council Minutes Page 4 <br />November 18, 2002 <br />............................. <br /> <br /> COUNCILMEMBER TVEITE MOVED TO APPROVE THE 2003 YARD <br /> COMPOSTING PROGRAM. COUNCILMEMBER MOTIN SECONDED THE <br /> MOTION. THE MOTION CARRIED 5-0. <br /> <br />Rebecca informed the Council that she has been appointed to the Sherbume County Solid <br />Waste Advisory Committee. <br /> <br />Wastewater Treatment System - City Administrator Pat ICJaers reviewed the Wastewater <br />Treatment System budget. He noted that the expenditures are exceeding revenues due to <br />capital outlay items. The proposed change in sludge hauling and the shed on the sludge land <br />spreading site were discussed. <br /> <br />Liquor Store - City Administrator Pat ICJaers reviewed the Liquor Store budget. He noted <br />that the budget remains stable. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APROVE THE $1.00 PER MONTH <br />RATE INCREASE FOR ALL SERVICE CONTAINERS STARTING JULY 1, <br />2003. COUNCILMEMBER MOTIN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT THE <br />GARBAGE/RECYCLING, WASTEWATER TREATMENT SYSTEM, AND <br />LIQUOR STORE ENTERPRISE BUDGETS AS PRESENTED. <br />COUNCILMEMBER TVEITE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />4.9. Consider Payment to School District for Little Theater <br /> <br />The City Administrator recommended that the 2002 payment of $112,600 for the Little <br />Theater come from the NSP Reserve fund. The City Administrator reviewed information <br />pertaining to usage of the theater. Councilmember Dietz questioned the minimal amount of <br />use the theater is experiencing. He suggested promoting the use of the theater through <br />Recreation Department brochures and the Art's Alliance Group. Councilmember Motin also <br />indicated his concern over a lack of community use. The Council also discussed the issue of <br />refurbishing the theater. It was noted that the School District had promised to refurbish the <br />theater but that nothing has taken place to date. <br /> <br />COUNCILMEMBER TVEITE MOVED TO APPROVE THE FINANCING OF <br />THE LITTLE THEATER FOR 2002 IN THE AMOUNT OF $112,600 WITH <br />FUNDING FROM THE NSP RESERVE FUND. COUNCILMEMBER MOTIN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.10. Discuss Canvas Accesso~ Structures <br /> <br />Building and Zoning Administrator Steve Rohlf and Building Official Terry Zajac presented <br />this item. Steve discussed the issue of temporary canvas/plastic accessory structures in <br />residential areas. Terry briefly reviewed Chapter 31 of the UBC as it applies to structure <br />buildings. Steve reviewed some options for regulating the canvas/plastic accessory <br />structures. Steve noted that staff recommends that the zoning ordinance be amended to <br />prohibit these types of structures due to aesthetics and life/safety concerns. Councilmember <br />Motin indicated that he would like to see an exception for lots 2 1/2 acres or larger. <br /> <br /> <br />
