City Council Minutes <br />November 18, 2002 <br />............................. <br /> <br />Page 6 <br /> <br />Len Pratt, applicant, reviewed the changes that have been made to the project since the <br />last time it was reviewed by the Council. He noted that the changes would enable the project <br />to fit better with the plans of the city. Mr. Pratt introduced the members of the design team. <br /> <br />Ed Hasek, Westwood Professional Services reviewed the site plan and talked about the key <br />features of the project. <br /> <br />Steve Ach of Centex Homes explained the four different housing products which will be <br />used throughout the townhome portion of the project, and discussed the elevation issues. <br />Mr. Ach talked about the requirement to have 25% of the building elevations having an <br />exterior finish of brick, stucco and/or natural or artificial stone. He requested that the <br />Council allow some flexibility in this requirement rather than requiring a straight 25%. <br /> <br />There being no further comments, Mayor Klinzing closed the public hearing. <br /> <br />Councilmember Kuester indicated a concern about the lack of playground equipment. <br /> <br />Council discussion pursued regarding sidewalk maintenance. City Engineer Terry Maurer <br />recommended that the sidewalks be maintained by the Association. Mr. Ach indicated that <br />he would prefer that the sidewalks along the major street to be maintained by the City. The <br />City Engineer indicated that these are internal sidewalks for an internal development and do <br />not provide connections as major pedestrian movers. <br /> <br />Councilmember Motin indicated his concern with pedestrian traffic safety for those who <br />want to access the commercial properties along Twin Lakes Road. Another concern <br />expressed by Councilmember Motin related to the right-in/right-out to Twin Lakes from the <br />westerly commercial development. <br /> <br />City Engineer Terry Maurer recommended that this should be a right-in only. City Engineer <br />Terry Maurer suggested a pedestrian crosswalk if necessary to aid in pedestrian crossing. <br /> <br />Mayor Klinzing indicated that she is uncomfortable with the project due to the phasing of <br />the project, the project being too dense, and because the project focuses mainly on <br />townhomes. She further noted that the City has just recently turned down a request for a <br />townhome development and does not feel it is appropriate to treat this one differently. <br /> <br />Councilmember Tveite indicated that he feels this development is different because the City <br />has been reviewing the request for two years and because of the location of the plat being <br />near a park and ride. He noted that he is also concerned with the phasing and would like to <br />see more of a mixed phasing rather than just focusing on the townhomes. <br /> <br />Councilmember Motin indicated his support for townhomes in this location but questioned <br />the different standards in an R-3 zone from the townhouse zone. Scott Harlicker indicated <br />that the elevations in the townhouses would be comparable to the R3 standards with a <br />difference in the materials, but that an R-3 zoning would restrict the density. <br /> <br />Councilmember Kuester indicated that this request is different from the other townhome <br />request that was denied by the Council. She indicated that it was important to implement <br />this type of integrated land use development. <br /> <br /> <br />
