City Council Minutes Page 3 <br />November 18, 2002 <br />............................. <br /> <br /> Kenn Rockier, Executive Director of the Wine, Beer, Spirits Federation spoke about the <br /> State Statute that authorizes City's to increase liquor fees (S.S. 340A.408). He indicated that <br /> the license fee is intended to cover the costs of issuing and inspecting and other directly <br /> related costs of enforcement. <br /> <br />There being no further comments, Mayor ICJinzing closed the public hearing. <br /> <br />Police Chief %erwas addressed the costs of enforcement. <br /> <br />Mayor ICJinzing indicated that the Council would act on the proposed fee increases under <br />item 4.6. which is the proposed fee schedule for 2003. <br /> <br />4.6. Consider 2003 Fee Schedule <br /> <br />The City Clerk reviewed the proposed fee schedule for 2003. <br /> <br />COUNCILMEMBER TVEITE MOVED ADOPT RESOLUTION 02-105 <br />ADOPTING FEES FOR SERVICES FOR 2003. COUNCILMEMBER MOTIN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.7. YMCA Update <br /> <br />Mayor Klinzing provided an update on the issue of Sherburne County's interest in assisting <br />the YMCA with the building. She also discussed the City's likely participation and noted that <br />a joint meeting with the County Commissioners and City Council has been scheduled for <br />November 25, 2002 to discuss this issue. <br /> <br />4.4. Interview for Commission Vacancy <br /> <br />The City Council interviewed Arthur Jackett for the position of Park and Recreation <br />Commissioner. <br /> <br />4.8. Consider Enterprise Fund Budgets <br /> <br />Garbage Collection/Recycling - The City Administrator reviewed the Garbage <br />Collection/Recycling enterprise fund budget. He noted that there is a 2.3 percent increase in <br />the budget. He informed the Council that a $1.00 per month increase for all container sizes <br />and service options is proposed. <br /> <br />Recycling Rebate - Rebecca Haug, Environmental Technician indicated that staff is <br />proposing a recycling rebate program to encourage recycling. The rebate would amount to <br />~glS.00 per household per year. The funding source is the landfill waste abatement fund. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE 2003 RECYCLING <br />REBATE PROGRAM. COUNCILMEMBER KUESTER SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />Compost Bins - Environmental Technician Rebecca Haug informed the Council that staff <br />is proposing to offer residents compost bins and to offer training sessions to those residents <br />interested in learning how to compost. <br /> <br /> <br />
